2. MINUTES

The minutes of the meeting of the 23rd February 2009 were signed as a correct record

3. MATTERS ARISING

The Clerk reported that he now had the Dog Bin for Cemetery Lane and Councillor Steel agreed to install the bin.

ANNUAL PARISH COUNCIL ACCOUNT AND AUDIT

The Clerk presented the Annual Accounts and following discussion they were approved and signed by the Chairman.

The Clerk reported that he had received the Audit for the year ended 31.3.09 which had to be returned earlier this year. Section 2 of the document was discussed, completed and signed by the Chairman and R.F.O

Councillor Steel raised the matter of a risk assessment of the pond at the corner of Wayland Road. The Clerk was asked to again look into the matter regarding the insurance angle.

5. PLANNING

Planning applications had been received for

Mr Router - Rocklands - Rose Cottage, 59, The Street - 3PL/2009/0120/F - Demolition of existing side extension replace with two storey side extension, internal alterations
The Council had no objection but commented on soakaways
This application has been approved

Mr Garrod - Rocklands - Peels Farm, Whiting Lane - 3PL/2009/0125/F - Erection of 2 pig rearing buildings
The Council had no objections

Mrs Allen - Rocklands - 17 The Street - 3PL/2009/0223/F - Front single storey extension, Rear single and 2 storey extension side 2 storey extension Det double garage
The Council Objected - Too extensive and out of character

Planning permission had been granted for

Mr Golke - Rocklands- Willow Cottage- 64 The Street - 3PL/2009/0032/F - Demolition of conservatory etc.

Mrs Callow - Rocklands - The Paddocks - Lower Stow Bedon - 3PL/2009/0100/F - Continued siting of mobile home.

An appeal decision had been made regarding Land at rear of Forestgate, Attleborough Road (3PL/2008/0223/F). The appeal has been rejected.

6. HIGHWAYS

A letter had been received from Mrs Dove regarding her car slipping off the edge of Green Lane whilst avoiding potholes. The matter was discussed. Owing to the fact that Green Lane is an unadopted road the Council were unable to consider warning posts, as on the advice of the County Councillor this could place the Council in legal situation with the owner of the Lane. Clerk to write to Mrs Dove.

The possibility of a Brown sign at the junction of The Street and the B1077 showing the way to the Village Hall and the Playing Field was discussed and the Clerk was asked to contact Highways to find out how to proceed.

Councillor Jones raised the matter of the incorrect spelling of "centre" on the signpost at Rectory Lane and asked that it be changed. Clerk to speak

7. FLOODING

Further to discussion at the Annual Assembly, Councillor Smith agreed to set up another meeting with County and District regarding the new assessment of the flooding problems.

8. REVIEW OF REGISTER OF INTERESTS, FINANCIAL STANDING ORDERS AND RESPONSIBILITIES OF R. F. O.

This item was discussed and there was no need for any further action.
9. CORRESPONDENCE

Items of interest were brought to the attention of the Councillors and the remainder circulated.

There being no further business the meeting closed at 8.25 p.m.

The next meeting will be on Monday 11th May 2009 at 7.00 p.m. in the Village Hall and will be the Annual General Meeting
