ROCKLANDS PARISH COUNCIL

Minutes of the Meeting of the Rocklands Parish Council
held on Monday 24 July 2006 in the Village Hall

1.. APOLOGIES FOR ABSENCE

There were apologies from Councillors Southgate and Gibbon
2.. MINUTES

The minutes of the Annual General Meeting of 8 May 2006 were signed as a correct record.

3. MATTERS ARISING

The Clerk reported that he had attended the combined parish council meeting of the All Saints Ward held at Great Ellingham. The meeting was to receive a presentation by Mutairu Jibril of Breckland Council covering the Breckland Geographical Information System and the Breckland Web site. The presentation was impressive, but concerns were raised by the three parish clerks present, as to the amount of use that could be made of the system and more importantly the cost. The presenters agreed to work out costings and stated that they were ready to give further presentation to each parish who showed an interest.
All other matters arising are covered by agenda items

4. TO CO-OPT A COUNCILLOR

After discussion neither of the two prospective Councillor co-optees was prepared to take on the office. The Clerk was instructed to inform the Returning Officer and seek directions as to future action

There were no Cheques outstanding.
The Clerk reported that he had received notification that the VAT rebate had been paid, but it did not show up in the current accounting period.
Notification had been received from Barclays Bank that Councillor Smith had been accepted as one of the Council cheque signatories.

AUDIT
The Clerk informed the meeting that the Internal Auditor had completed her checks and had signed off the necessary section.

Donations
Councillor Steel proposed and Councillor Smith seconded that the Council again made donations of £50.00 to the three churches, the Playing Field and the Village Hall for ground maintenance. This was carried

5A. PLANNING

Planning applications have been received from

EDF Energy Networks (EPN) plc - Rocklands - Chapel Street - 3PL/2006/0958/SU
Additional pole within existing Low Voltage overhead line
The Council had no objections

Mr & Mrs Batch - Rocklands - Holly Cottage, Chapel Street - 3PL/2006/0805/F
Extension to rear to form new family room, kitchen, bedroom and shower. Reposition of stair
The Council had no objections

Mrs P Johnson - Rocklands - Whiteways, The Street - 3PL/2006/1011/F
-Erection of 2 dwellings and garages and new garage to serve existing dwelling
This application was withdrawn on 6 July 2006

6. HIGHWAYS

Councillor Smith reported that together with Councillor Gibbon they had met with the Highway Engineer and had discussed signing and speed problems in the village. It was agreed that Children Crossing signs should be put up on the B1078 either side of the junction with the Street and "Duck" signs either side of the pond at Wayland Road. The matter of speed reduction was considered to be best tackled by the Village School completing their "School Travel Plan" that could carry more weight than the Council's attempts.

The state of Browns Lane was discussed and the Clerk was directed to contact the Access group to find out who was responsible for its maintenance, grass cutting etc.

7. WAYLAND ROAD

Lengthy emotive discussion ensued on this topic with input from both the County and District Councillors. The Parish Council has put in a letter stating their interest in the site for parish use and this has been acknowledged. The matter now has to go through various Breckland Council committees. The meeting was advised to adopt a wait and see attitude as to the outcome, as in spite of a decision to sell the land, this could be overturned by an environmental or Social well being power.

8. ATTLEBOROUGH AREA PARTNERSHIP

There is to be a committee meeting on 27 July 2006 and the minutes of the last meeting were received.

9. CORRESPONDENCE

Items of immediate interest were brought to the attention of Councillors and the rest of the correspondence was circulated.

There being no further business the meeting closed at 8.10 p.m.

The next Council meeting will be on 25 September 2006 at 7.00 p.m. in the Village Hall
