2. MINUTES

The minutes of theCouncil Meeting meeting of the 22 September 2008 were signed as a correct record.

BUDGET
The budget forecast, which had been circulated, and the donations to the various village activities were discussed especially in view of the request from Rocklands Playing Field. After discussion it was decided to allocate £70 to the Methodist Churchyard and £85 to the two churches for churchyard maintenance. The Playing Field and the Village Hall to share £240 with a larger share going to the Playing Field to assist with maintenance of the Children's Play area. A precept of £3600.00 for the year 2009/10 was agreed and was proposed by Councillor Smith and seconded by Councillor Steel and carried

5. PLANNING

Planning Permission had been granted for

Mr Dunnett - Rocklands - Bridge House, Mount Pleasant - 3PL/2008/1228/F Replacement dwelling

Mrs Allen - Rocklands - 17, The Street- 3PL/2008/1137/O - Outline permission for 2 storey dwelling

6.TO ADOPT SECTION 20 OF FREEDOM OF INFORMATION ACT 2000

The item was explained to the Councillors and after discussion it was proposed by Councillor Cotes and seconded by Councillor Jones that Section 20 of the Act be adopted. The Clerk and Councillor Smith, Web Site Manager, to liase over its inclusion on the Web Site. File R12A/1 refers
7. DATES FOR 2009 MEETING.
The Clerk reported that he had provisionally booked the dates shown on the agenda for the 2009 Council meetings; as there was no objection the Clerk was instructed to confirm those dates
8. HIGHWAYS
The Street light opposite the end of Wayland Road is still showing an intermittent fault. Clerk to chase.

Councillor Gibbon reported that there has been no further progress re the rumble strips outside the school, even after the submission of the School plan

9. FLOODING
Councillor Smith reported that on Thursday last he had in company with Mr Gibbard and Mr Glasspole made an inspection of the main flooding points in the village. Low Lane: the work requested to be put in place to dig out the outfall in Mr Reynolds field has not yet been done due to ill health and recent bereavement of Mr Reynolds. Further chasing is to be implemented. Mill Lane end: discussion on putting in holding ponds /dams was discussed but it was felt by Breckland that the services of a consultant was needed to sort out any problems this would cause further back up the system. There was at present no money available in the current budgets for a consultant. Councillor Smith felt that despite this, progress though slow was being made. Councillor Jordan added that he was "leaning" on the appropriate people at County Hall to help with the problem

10. CORRESPONDENCE

Items of immediate interest were brought to the attention of Councillors and the rest circulated.

The attention of the Council was drawn to the placing on Chapel Green of a sign for Chapel Green Cottage. The Clerk to write to the owners requesting its removal.

There being no further business the meeting closed at 8.30 p.m.
