1. APOLOGIES FOR ABSENCE

Apologies were received from Councillor J. Abel

2. MINUTES

The minutes of the Council meeting of 7 November 2005 were signed as a correct record

3. MATTERS ARISING

The Clerk reported that he had written to the Parish Liaison Officer, PC Selvarajah, regarding speeding in the village and the reply was read to the meeting. In view of the contents of the letter it was decided that an article in the Rocklander regarding speeding in the village was a better first step than using the "Heavy guns" of a traffic police unit.
A letter had been received from Breckland Council regarding an "Open space audit" which had been circulated several additional areas had been noted and the Clerk was instructed to pass the information onto Breckland.
Copies of the latest Voters register were distributed to the Councillors with the warning regarding use being pointed out. Also copies of the Attleborough Town Guide.

There were no cheques outstanding
A cheque had been received for the sum of £ 33.45 for wayleave rights.
To be paid by standing order was the electric bill and the maintenance bill a sum of £106.92

5. PLANNING

Planning applications had been received for:

Mr L Brown - Rocklands - Land north side of Watton Road - 3PL/2005/16036/F
- Tractor and agricultural machinery shed
This was a repeat application to which the Council had originally objected and there were no further comments to be made

Mrs Becker - Rocklands - Stone Barn, Mount Pleasant - 3PL/2005/1775/F -
Proposed new garage
The Council had no objections but concerns were expressed regarding the overall size of the development and possible alternate use the garage could be put to.

Planning approval had been granted for

Mr & Mrs Ives - Rocklands - The Barn, Cottage Farm - 3PL/2005/1414/CU -
Land adjacent to barn to be converted to garden use
This came with conditions as to use of site

Great Ellingham Parish Council have suggested a joint meeting with the other local parishes to discuss the Local Development Plan. This to be held on 15 February 2006 and Councillors Smith and Steel agreed to be the delegates

6. HIGHWAYS

The Clerk reported that there had been a road closure notice for Magpie Lane for B.T. works from 19 to 20 December. It had been well signposted and the only problem was that it appeared that The Street was also closed and the Post Office shop lost some trade

7. CHAPEL GREEN

A contractor had written to the Clerk regarding gardening works and the letter was passed to Councillor Smith for possible use with Chapel Green

8 ATTLEBOROUGH AREA PARTNERSHIP

An Agenda and minutes of the last meeting had been received and also a note of the change of address of the coordinator. Councillor Gibbon undertook to attend the next meeting as Parish representative

9. CORRESPONDENCE

A letter and questionnaire had been received from Norfolk County Council regarding the "Norfolk Fire Authority Safety Plan 2006/07" and this was completed.
The rest of the correspondence was circulated to the Councillors with a recommendation from the Chair that if the Councillor receiving the bundle was unable to read this quickly, say three days, it should be passed on to another council member with a note asking that it be returned at a later date.

OTHER BUSINESS

Councillor Leigh, as the result of an article in the E.D.P regarding Norfolk County Councils funding of a bus subsidy to save a route in the Rockland St Mary area, raised the matter of why they could get funding to support their route, whilst this village had been denied any service at all. Clerk to write to N.C.C

A complaint has also been made regarding the late delivery of post over the last few weeks. As it was believed that the regular postman was on leave, it was decided to monitor deliveries until the next meeting and if there was no improvement then to take further action.

There being no further business the meeting closed at 7.50.p.m.
