1. APOLOGIES FOR ABSENCE
There were apologies from Councillors Mrs Southgate and C.Jordan (County Councillor)

2. MINUTES

The minutes of the meeting of 25 September 2006 were signed as a correct record

3. MATTERS ARISING

Any other matters arising were to be dealt with under agenda items

AUDIT
The Clerk reported that he had received the audit papers back from the Audit Commission and they had been signed off as satisfactory with no comments from the Commission

6. PLANNING

Mr Paul - Rocklands - Land r/o The Orchard, Mill Lane - 3PL/2006/1596/O
- 2 residential building plots
This was discussed at length at the Council meeting and it was agreed to object on the grounds that the development was outside the village envelope, that it was back filling and that the access to the site was insufficient for safety

Simon Callow - Rocklands - The Paddocks - 3PL/20006/17.03/F
- Siting of park home (Renewal)
The Council had no objection but commented that a time limit should be imposed

Mr & Mrs Shadrack - Rocklands - Peel Farm - 3PL/2006/1367/F - Erection of dog boarding kennels

7 HIGHWAYS
Councillor Gibbon reported that she had found that the taxi bus was only being used by one parishioner with another showing some interest; she stressed that if the service was not used more fully it would be withdrawn. She had again met with the Highway engineer and it now appears that the "Welcome to the Village" sign can be used provided the Council pays for and erects the sign. She also discussed speed enforcement, the possibilities of a pavement from the B1077 to the school and further improvements to the road safety signs already in place. It was felt that the best way to secure any further road safety speed restriction was to meet with the school and work with them via their initiative.

8. LAND AT WAYLAND ROAD

A letter had been received from Breckland Council informing the Council of their decision, subject to a restrictive covenant restricting the land to amenity purposes only, to transfer the land to the parish. This would be subject to the Council agreeing to cover Breckland's legal costs, which would be in the region of £350. This was unanimously agreed.

The Clerk had been in contact with the Council's Insurance agents regarding the pond and they were prepared to include it on the public liability subject to certain safeguards and signs. Clerk to investigate

9. LOCAL DEVELOPMENT FRAMEWORK

This item was deferred for future discussion

10. ATTLEBOROUGH AREA PARTNERSHIP

No correspondence received from the partnership

11. DATES FOR MEETINGS 2007.

The Clerk reported that the 9th April meeting was in fact on Easter Monday. He had been able, subject to the Council's approval, to book April 2 instead, the 16th has already been booked by the Flower Club. This was approved

12. CORRESPONDENCE

The Clerk brought the attention of the Councillors to items of immediate concern and the rest of the correspondence was circulated.

The Chairman opened the meeting to the floor and the problem of increased Kerry Food lorries using Thieves Lane was raised. It was agreed that the County Council should be contacted for help in this matter via Councillor Jordan

There being no further business the meeting closed at 8.50 p.m.
The next meeting will be on Monday 26 February 2007 at 7.00 p.m. in the Village Hall.
