Minutes of the meeting of Rocklands Parish Council
held on Monday 12 November 2007 in the Village Hall

1. APOLOGIES FOR ABSENCE
There were apologies from Councillors Mrs Jones and Mrs Gibbon, R. Steel and District Councillor Smith2. MINUTES
The minutes of the meeting of the 24 September 2007 were signed as a correct record3. MATTER ARISING
Councillor Smith reported that he had in company with Councillor Jones, Councillors from Great and Little Ellingham and Mrs Johnson, a parishioner of this parish, attended a meeting at County Hall arranged by County Councillor Jordan and members of the Transport and Planning department to discuss the withdrawal of the X3 service and its replacement. It has been arranged for the Flexi Bus service to make a morning run to Attleborough and three return trips to Great Ellingham and if required on to Rocklands in the evenings. This service has apparently run well, but there is some problem of the extension into Rocklands in the evenings. This is being looked into. Comments were made on the unreliability of the Flexi Bus service on other occasions and its not being reliable as to pick up times. Any other items to be dealt with under agenda items.

Total £327.54The Clerk reported that the cheque for the Methodist Churchyard would have to be rewritten, as the Methodists had redrawn their administrative boundaries.
Both items were approved
INSURANCE
The Clerk reported that he had received an updated insurance document which now covered the Council for Libel and Slander as advised by the Internal Auditor, he was pleased to add that no additional costing had been incurred.He also reported that he had now received the new Clerk's pay Scale, which had not been available at the April meeting, but would wait till the new financial year to catch up.
BUDGET and PRECEPT
The Chairman produced the proposed budget for 2008/09 and after discussion it was adopted. It was proposed by the Chairman and seconded by Councillor Smith that the precept for next year should be £3300.00; this was carried.Planning applications had been received forMr Negus - Rocklands - Hasketon, Chapel Street - 3PL/2007/1557/F Rear extension

6. FLOODING
Councillor Smith reported that there had been a meting of the Flood committee and that the emphasis was on a new main drain scheme for the Street. A more practical approach had been suggested in the from of catchments areas to hold water and release it on a steadier rate. He continued that he planned to set up a meeting with District Councillor Jordan and the Breckland office responsible for drainage. The Chairman stated that he wished to view the end of the current drainage system in Mr Reynolds fields so that he might have a clear view of exactly where the water went when it left the drain and any problems further on which could cause backups of water.7. HIGHWAYSNothing on this item8. PLAYING FIELD UPDATEThe Clerk reported that he had received a form SDLT60 from the Solicitors to be signed by the trustees (the Council)regarding the sale of the land the Playing Field required. The form had been returned but apparently had got lost in the post.9. ATTLEBOROUGH PARTNERSHIPNothing has been received from the Partnership9A MEETING DATES 2008The Clerk reported that he had provisionally applied for Council meeting dates on Mondays 7 January, 25 February, 7 April (Annual Assembly) 12 May (A, G, M.) 21 July, 22 September and 10 November. These were suitable with the exception of 21 July, which clashed with a Flower Club meeting and had to be rescheduled to 28 July These dates were approved10 CORRESPONDENCECorrespondence received was circulated to the Councillors with their attention being brougth to current itemsThere being no further business the meeting closed at 8.30p.m.
