ROCKLANDS PARISH COUNCIL

Minutes of the meeting of the Rocklands Parish Council
held on Monday 12 September 2005 in the Village Hall

The Vice Chairman congratulated Councillor Smith on his having been appointed Deputy Leader of Breckland Council

1. APOLOGIES FOR ABSENCE

Apologies were received from Councillor P. Cotes, Mrs M. Gibbon

2. MINUTES
The minutes of the Council meeting of 25 June 2005 were signed as a correct record

3. MATTERS ARISING

The Clerk reported that he had written to Chief Superintendent Hayes thanking him for his visit and had received a return letter stating that he had not mentioned Parish Constables and enclosed an application form for the Special Constabulary. He had also received a letter from PC Kim Selverajah informing the Council that he/she was now the new Parish Liaison Officer

The Clerk reported that the cheque for £50.00 to the Playing Field had not been cleared and that the quarterly electricity bill and the monthly Street lighting bill had been paid by direct debit.

5. PLANNING
Planning applications had been received from

Mr & Mrs Thorogood - Rocklands - Rocklands Farm, Mount Pleasant - 3PL/2005/1123/F - Conversion of stables to dwelling
The Council had no objections but comments were attached

Mr C Garrod - Rocklands - Willow Cottage, Sandy Lane - 3PL/2005/1155/F - Extension to create accommodation to cater for disabled child
The Council had no objections

Mr A Johnson - Rocklands - The Post Office Store, 52, The Street - 3PL/20025/1164/F - Erection of single storey detached stockroom at rear of P.O. Store
The Council had no objections

Mr R Kidd - Rocklands - Staffords Farm, Sandy Lane - 3PL/2005/1107/F - First floor extension over existing garage and hall
The Council had no objections
Planning permission has been granted for this application

A letter had been received form N.C.C regarding the application by the Council regarding the land at the rear of 72, The Street, proposed use of domestic ancillary building and garden to school classroom use by Rockland Community Primary School. This application will be heard on 16 September 2005 at County Hall and the Council was appraised of the comments on the application

6. HIGHWAYS
There was nothing to report on this item

7. CHAPEL GREEN

Councillor Smith reported that the Green had been cut and that he was having trouble finding a contractor to clear the reeds. He added that Mr Steel Jnr. was going to lop some of the tree branches around the Green in accordance with the directions of the Breckland Conservation Officer. Names were suggested regarding a contractor for the reed clearance and this would be followed up. Councillor Smith asked, as the reed clearance would occur every few years if a contingency fund for this could be included in the annual Council budget

8. ATTLEBOROUGH AREA PARTNERSHIP

No correspondence had been received from the Partnership since the last meeting. It was felt that closer liaison with the partnership was essential so that the village was not left out of any useful deliberations

9. TRAFALGAR DAY

Councillor Abel informed the meeting that he had attended a meeting arranged by the Vicar to discuss this subject and it had been decided that on the 21 October in the Village Hall a function would be arranged to involve the village school in playlets to celebrate the occasion, to be followed by a "Splice the main brace" party. Following the Councils wish to be involved in any Trafalgar Day celebrations he proposed and Councillor Steel seconded that the sum of £100.00 be donated towards the cost. This was carried unanimously. The Clerk to arrange for a cheque to be raised when it was decided who was going to be the main organiser

10. COMMUNITY EMERGENCY PLAN

A meeting had been held on the 23 August to discuss this issue and a draft plan had been formalised. The Clerk was instructed to send a copy to the Breckland Emergency Panning Officer for comments

11. CORRESPONDENCE

Matters of immediate interest were brought to the attention of the Councillors and the rest of the correspondence circulated

There being no further business the meeting closed at 7.45 p.m.

The next Council meeting will be held on Monday 7 November 2005 at 7.0 p.m. in the Village Hall
