held on Monday 25 September 2006 in the Village Hall

1. APOLOGIES FOR ABSENCE
There were apologies from Councillor Steel

2. MINUTES

The minutes of the Annual General meeting of 24 July 2006 were signed as a correct record.

3. MATTERS ARISING

All matters arising are covered by agenda items

4. TO CO-OPT A COUNCILLOR

The Clerk informed the meeting that he had been in contact with Sue Wright, the Electoral Services Manager, and explained that we had not yet been able to co-opt a new councillor and had asked for directions. The reply was to try our best and remember that there would be an election in 2007

There were no Cheques outstanding

The Clerk reported that he had received notification of an interest payment but this did not show up on the current accounting period.
Notification had been received from e-on energy of a change of account number
Letters of thanks had been received from the various donation recipients

The completed audit papers had been sent to the Audit Commission

5. PLANNING

Planning applications have been received from

Demolition of exist. flat roof & creation of new roof, proposed extension, new dormer & installation of solar panels
The Council had no objections
This application has been approved

Conversion of stables to dwelling
The Council had no objections
This application is to be heard by the Development Committee on 25 September

This application has been withdrawn

A Tree Preservation Order 2006 No 42 has been made on trees at The Rookery, 73, The Street, Rocklands (Details are in file R23 maintained by the Clerk)

7. HIGHWAYS

Councillor Gibbon reported that the "Duck" signs in The Street were now in place and the advisory "Pedestrians Crossing" on the B1077 had been erected, but the wording under these signs was still awaited. Councillor Gibbon also added that the Highway Engineer felt that signs showing "Welcome to our Village please drive carefully" on one side and "Thank you for driving carefully "on the other were helpful to reduce speeding. It was proposed by Councillor Gibbon and seconded by Councillor Able and carried that the sum of 100.00 be made available to cover the cost of this sign if Highways did not foot the bill. Lengthy discussion then followed on speeding in The Street and parking problems around the school, some of which may be resolved when the School puts forward their safety initiative.

8. WAYLAND ROAD

This matter is still in the committee stage and a result is not expected until late October early November

There was nothing to report on this item

10. CORRESPONDENCE

Items of immediate interest were brought to the attention of Councillors and the rest circulated

There being no further business the meting closed at 7.55 p.m.
